Admission of International Applicants

In accordance with Resolution No. 758 of the Cabinet of Ministers of Ukraine dated 28 June 2024, “Certain Issues Concerning the Admission and Education (Internship) of Foreigners and Stateless Persons at Vocational (Vocational and Technical), Professional Pre-Higher and Higher Education Institutions of Ukraine,” and the Procedure for Admission to Higher Education in 2026, approved by Order No. 373 of the Ministry of Education and Science of Ukraine dated 26 February 2026, the admission of foreigners and stateless persons is carried out through  the Ukrainian State Admission System for International Students (EMIS).

Foreign nationals seeking admission to Vasyl Stefanyk Carpathian National University are required to register in the the Ukrainian State Admission System for International Students (EMIS) and complete the steps outlined below prior to taking the admission interview.

Step 1. Preparation of the Required Documents

To submit an application, applicants must prepare the following documents:

  • a document certifying the previously obtained level (degree) of education on the basis of which admission is sought, together with its supplement;
  • an academic transcript issued by a foreign or Ukrainian vocational (vocational and technical), professional pre-higher, or higher education institution (for applicants reinstating their studies or transferring to another programme from the second year of study);
  • a passport or other identity document of a foreign national, or a document certifying the identity of a stateless person;
  • a colour digital photograph.

Educational documents issued abroad must be duly authenticated in accordance with the legislation of the country of issuance (by consular legalization or by affixing an apostille for countries that are parties to the Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents). This requirement does not apply to documents issued in Ukraine.

Important! Educational documents and the foreign national’s passport or other identity document must be accompanied by a notarized translation into Ukrainian.

Step 2. Registration in EMIS

Visit the website of Ukrainian State Admission System for International Students (EMIS):

https://apply.studyinukraine.gov.ua/

Create a personal account and complete the required personal and contact information.

Step 3. Documents upload

Log in to your personal account and upload scanned copies of all required documents to the corresponding sections of the system.

Step 4. Selection of the University and Study Programme

From the list of HEIs, select Vasyl Stefanyk Carpathian National University and the relevant study programme you intend to study.

Step 5. Submission of the Electronic Application

Complete the electronic application form by providing the required information about yourself and your chosen study programme, and then submit the application through the system.

Step 6. Payment of the Required Fee

Pay the registration fee or any other applicable fees using the available payment services.

Step 7. Await the university`s decision

After reviewing the documents, the university will notify you of the outcome of your application through the Ukrainian State Admission System for International Students.

Step 8. Issuance of the Official Invitation

In case of a positive decision, you will be issued and sent an official invitation for study, which is required for the further processing of documents for entry into Ukraine.
